一、大赛介绍

　　      I. Introduction to the Competition

　　      为深入实施创新驱动核心战略和产业强市主导战略，做强太湖湾科创带“主阵地”，点燃人才驱动“主引擎”，唱响“创无止境、新有灵锡”主旋律，打响“无比爱才、锡望您来”太湖牌，自2021年1月始，由最佳娱乐365bet_365时政_365bet线上娱乐人才工作领导小组办公室牵头，最佳娱乐365bet_365时政_365bet线上娱乐科学技术局、最佳娱乐365bet_365时政_365bet线上娱乐人力资源和社会保障局等部门共同研究，整合政策供给资源，塑造了统一的无锡“双创”赛事品牌—“太湖杯”国际精英创新创业大赛。

　　       In order to deeply implement the innovation-driven core strategy and the strategy of strengthening the city by industry, strengthen the “battle position” of Taihu Bay Science and Technology Innovation Belt, ignite the “main engine” of talent driving, sing the main melody of “Incessant innovation in Wuxi”, and promote the Taihu Lake brand of “Talents in Wuxi and for Wuxi”, led by Wuxi Leading Group Office of Talent Programs and jointly researched by Wuxi Bureau for Science and Technology, Bureau of Human Resources and Social Security of Wuxi, China Taihu International Innovation and Entrepreneurship Competition is established as a unified Wuxi “innovation and entrepreneurship” competition brand through the integration of policy supply resources.

　　     中国无锡“太湖杯”国际精英创新创业大赛以原中国无锡“太湖杯”国际精英创业挑战赛和中国无锡科技创新创业大赛为基础成立，参赛对象涵盖人才团队、初创企业和成长企业，参赛项目征集范围覆盖市内、国内和国际，将最大限度为海内外人才和本市创新型企业提供展示、交流的舞台。

　　     Based on China Taihu International Innovation Challenge and China Wuxi Technological Innovation & Entrepreneurship Competition, participating subjects of China Taihu International Innovation and Entrepreneurship Competition covers talent teams, startups and growth enterprises. The scope of the competing project collection covers the municipal, domestic and international ones, and will provide the stage for exhibition and exchange for talents at home and abroad and innovative enterprises in the city to the largest extent.

　　     IV. Eligibility Criteria

　　   （一）挑战赛

　　     (I) The Challenge

　　     挑战赛重点围绕物联网、新一代信息技术、生物医药、先进制造、新材料、新能源等最佳娱乐365bet_365时政_365bet线上娱乐重点产业设置赛道，根据报名项目所在区域分为国内组和国际组。国内组主要面向国内科技、人才资源富集城市，国际组重点聚焦北美、欧洲、东亚及一带一路沿线国家征集优质项目。

　　     The Challenge focuses on the key industries of Wuxi, such as the Internet of Things, next-generation information technology, biomedicine, advanced manufacturing, new materials and new energy. The competition is divided into the domestic group and the international group according to the regions where the registered projects are located. The domestic group is mainly oriented to the cities rich in science & technology and talent resources in China while the International Group focuses on high-quality projects in countries in North America, Europe, East Asia and other Belt and Road countries.

　　     Participating subjects:

　　     主要面向有意向在最佳娱乐365bet_365时政_365bet线上娱乐（含江阴、宜兴）注册成立企业的创业团队。参赛团队须在报名截止前尚未在最佳娱乐365bet_365时政_365bet线上娱乐内注册成立企业，且计划赛后在我市注册成立企业，或与无锡重点企业签约研发和技术成果转化项目。曾在2020中国无锡“太湖杯”国际精英创业挑战赛中获奖的团队原则上不参加本次大赛。

　　     It is mainly aimed at the entrepreneurial teams who intend to set up enterprises in Wuxi (including Jiangyin and Yixing). The participating teams must not register and establish enterprises in Wuxi before the registration deadline, and plan to register and establish enterprises in Wuxi after the competition, or sign R&D and technological achievements transformation projects with key enterprises in Wuxi. In principle, the winning teams in the 2020 China Taihu International Innovation and Entrepreneurship Competition will not participate in this competition.

　　     Project criteria:

　　     参赛项目应符合省市产业、科技人才政策，具备一定的前瞻性、创新性及良好的发展潜力和市场前景。

　　     Registered projects must be covered by provincial & municipal industrial and technological talent policies, and the underlying technology should be forward-looking, innovative and welcome by the market.

　　     1. 核心团队成员不少于3人。

　　     1. The project team has no less than 3 members.

　　     2. 项目具有创新能力和高成长潜力，主要从事高新技术产品研发、制造、服务等业务。

　　     2. The project must be innovative and have great potential for growth, and is mainly engaged in R&D, manufacturing and service pertaining to high-tech products;

　　     3. 项目关键知识产权人为团队核心成员，或团队成员通过受让、受赠等方式获得上述知识产权的所有权，与其他任何单位或个人无产权纠纷。

　　     3. The core members of the team are the owner of the key intellectual property of the project, or the team members obtain the ownership of the above intellectual property rights through transfer, donation, etc., and there is no dispute over intellectual property rights with any other entities or individuals.

　　     符合以下条件之一者，优先入围：

　　     Those who meet the following criteria will be shortlisted first:

　　     1. 核心团队成员有世界500强企业管理工作经验，是国际着名学术组织成员、国家级学术机构高级成员，有上市公司和独角兽企业高管经验或连续创业经历。

　　     1. The core team members have management experience in Fortune 500 companies, members of internationally renowned academic organizations, senior members of national academic institutions, senior management experience in listed companies or unicorn companies, or serial entrepreneurial experience;

　　     2. 项目团队核心成员具备海外学习或工作经历，并能提供相关有效证明。

　　     2. The core members of the project team have overseas education or work experience and can provide valid certificates;

　　     3. 项目核心技术水平达到国际先进或国内领先，能够填补国内空白或引领相关产业发展。

　　     3. The core technology of the project is leading the world or China, and can fill the tech void domestically or drive the development of related industries.

　　     （二）选拔赛

　　     (II) The Qualification

　　     选拔赛重点围绕新一代信息技术、生物、高端装备制造、新材料、新能源、新能源汽车、节能环保7大新兴产业领域。

　　     The Qualification focuses on seven emerging industries: next-generation information technology, biology, high-end equipment manufacturing, new materials, new energy, new energy vehicles, energy conservation and environmental protection.

　　     参赛对象：

　　     Participating subjects:

　　     面向无锡本地企业，根据创业阶段分为初创企业组和成长企业组。工商注册时间在2020年1月1日（含）之后的企业参加初创企业组比赛，工商注册时间在2019年12月31日（含）之前、2011年1月1日（含）以后的企业参加成长企业组比赛。曾在往届中国无锡科技创新创业大赛总决赛、“创业江苏”科技创业大赛总决赛获奖的，往届中国创新创业大赛总决赛或行业总决赛获得名次的企业不参加本次大赛。

　　     This competition is established for local enterprises in Wuxi and divided into start-up group and growth group according to the stage of entrepreneurship. Enterprises with business registration after January 1, 2020 (inclusive) will participate in the start-up group competition, while enterprises with business registration from January 1,2011 (inclusive) to December 31, 2019 (inclusive) will participate in the growth enterprise group competition. Enterprises that have won the finals of China Wuxi Technological Innovation & Entrepreneurship Competition and Jiangsu Science & Technology Entrepreneurship Competition in the past will not participate in this competition. The enterprises that won the place in the finals of the previous China Innovation & Entrepreneurship Competition or the industry finals will not participate in this competition.

　　     Project criteria:

　　     1. 企业具有创新能力和高成长潜力，主要从事高新技术产品研发、制造、服务等业务，拥有知识产权且无产权纠纷。

　　     1.The enterprise must be innovative and have great potential for growth, and is mainly engaged in R&D, manufacturing and service pertaining to high-tech products, with intellectual property rights and no dispute over intellectual property rights.

　　     2. 企业经营规范、社会信誉良好、无不良记录，且为非上市企业。

　　     2. The enterprise shall be a non-listed one with standard operation, good social reputation and no bad record.

　　     3. 企业2020年销售收入不超过2亿元人民币，企业工商注册地址在最佳娱乐365bet_365时政_365bet线上娱乐内。

　　     3. The sales revenue of the enterprise in 2020 should not exceed 200 million yuan, and the business registration address of the enterprise should be in Wuxi.

　　     4. 成长组企业须在“创业江苏”科技创业大赛行业赛推荐截止日前获得科技型中小企业入库登记编号。

　　     4. Enterprises in the growth group must obtain the inclusion registration number of small and medium-sized technology-based enterprise before the deadline of the recommendation of the industry competition of Jiangsu Science & Technology Entrepreneurship Competition .

　　     选拔赛优秀项目推荐晋级第九届“创业江苏”科技创业大赛、第十届中国创新创业大赛，推荐参加中国江苏人才创新创业大赛。

　　Excellent projects in the Qualification will be recommended to be qualified for the 9th Jiangsu Science & Technology Entrepreneurship Competition, the 10th China Innovation & Entrepreneurship Competition, and to participate in the China Jiangsu Talent Innovation and Entrepreneurship Competition.

　　     中国无锡“太湖杯”国际精英创新创业挑战赛参赛企业及团队应承诺无虚报项目、虚构事实、侵犯知识产权等失信行为并签订承诺书。一旦发现企业或团队存在违反上述承诺的失实或失信行为，不论处于大赛何种阶段或赛后，企业或团队自愿承担取消参赛资格、撤销所有奖项及相关科技人才计划支持、记入信用档案及其他相关法律责任等。

　　     The participating enterprises and teams of the China Taihu International Innovation and Entrepreneurship Competition should promise that there are no dishonest behaviors such as false declaration projects, fabricating facts, and infringing intellectual property rights, and sign a letter of commitment. Once the enterprise or team is found to have any inconsistent or dishonest behavior in violation of the above commitment, no matter at what stage of the competition or after the competition, the enterprise or team will voluntarily undertake the cancellation of the qualification, cancellation of all awards and related technical talent plan support, credit record and other relevant legal liabilities.

　　    （一）报名

　　     (I) Registration

　　     (I) The period from March to May 2021 is the registration stage of the competition. Teams and enterprises that meet the eligibility of the competition can voluntarily log in  http://apply.idbys.com/home/index   to register for the competition. 　　     (II) The Preliminary

　　     经专家评审委员会对报名材料进行评审后确定入围复赛名单。复赛阶段起采用路演答辩形式。

　　After the evaluation of the registration materials by the Expert Review Committee, the list for the semi-final will be determined. From the second round stage, the form of roadshow screening test is adopted.

　　   （三）复赛

　　     (III) The Semi-final

　　     1. 挑战赛

　　     1. The Challenge

　　     国内组除本市以外，选择北京、上海、广州、深圳、成都、杭州、西安（兰州）、长沙、合肥、武汉、重庆等城市举办复赛，每个城市各侧重1-2个重点行业招引参赛项目，共决出100个总决赛拟入围项目（各城市晋级数量根据报名情况按比例统筹分配）。经评审专家尽职调查，遴选出30个项目晋级总决赛。

　　     In addition to the semi-final in Wuxi, Beijing, Shanghai, Guangzhou, Shenzhen, Chengdu, Hangzhou, Xi'an (Lanzhou), Changsha, Hefei, WuHan and ChongQing are selected to host the semi-finals for domestic groups. Each city will focus on 1-2 key industries to attract entries, and a total of 100 projects will be determined to be shortlisted in the finals (the number of qualified projects in each city shall be allocated according to the proportion of the registration scale). After the due diligence of experts, 30 projects will be selected to advance to the finals.

　　     受新冠疫情影响，国际组入围项目采用“云”路演方式进行比赛，复赛后经评审专家尽职调查晋级总决赛名额为20个。

　　Affected by COVID-19, the international group finalists will adopt the “cloud” roadshow to compete in the finals. After the due diligence of experts, total 20 projects will be qualified for the finals.

　　     2. 选拔赛

　　     2. The Qualification

　　     企业组按行业分初创企业组和成长企业组进行路演比赛，复赛（行业赛）后经评审专家尽职调查，晋级总决赛的名额为初创企业组、成长企业组各12个（各行业晋级数量根据该行业报名情况统筹匹配）。

　　     The enterprise group is divided into the start-up enterprise group and the growth enterprise group according to the industry to carry out the roadshow competition. After the semi-final (industry competition) and the due diligence of the evaluation experts, the number of enterprises who are qualified to the finals is 12 for the start-up enterprise group and 12 for the growth enterprise group respectively (the number of qualified enterprises shall be allocated according to the registration scale of the industry).

　　   （四）总决赛

　　     (IV) The Finals

　　     2021年7月下旬至8月上旬举行总决赛，总决赛按国内组、国际组、初创企业组、成长企业组分别进行路演答辩，决出各组名次后在2021太湖人才峰会期间举行颁奖仪式。

　　     The finals will be held from late July to early August in 2021. The finals will be held according to the domestic group, the international group, the start-up group and the growth enterprise group for roadshow screening test. After determining the rank in each group, the awarding ceremony will be held during the 2021 Taihu Talent Summit.

　　     六、奖项设置

　　     VI. Awards

　　     挑战赛：国内组设一等奖1名、二等奖5名、优胜奖24名，国际组设一等奖1名、二等奖3名、优胜奖16名；选拔赛：初创企业组、成长企业组各设一等奖1名、二等奖3名、优胜奖8名。上述获奖项目分别给予奖金10万元、5万元、1万元，其中符合“太湖人才计划”基础申报条件的，直接纳入支持，给予100万元-1000万元项目支持。

　　     The Challenge: for domestic groups, one First Prize, five Second Prize and twenty four Winning Prize; for international groups, one First Prize, three Second Prize and sixteen Winning Prize. The Semi-finals: one First Prize, three Second Prize and eight Winning Prize for the start-up group and growth enterprise group respectively; the above-mentioned winners will be awarded 100000 yuan, 50000 yuan and 10000 yuan respectively. Those meeting the basic declaration conditions of “Taihu Talent Program” will be directly included with support, and will be given 1-10 million yuan as project support.

　　     VII. Supportive Resources

　　     大赛获奖项目除获得奖金外，落地还可获得：

　　     In addition to prize money for the winning projects, such projects can also receive the following support upon initiation:

　　     1. 获奖的团队项目，符合相关条件的，市（县）区按照人才政策给予该项目不少于50万元的启动资金。

　　     1. For the award-winning team project, if it meets the relevant conditions, the city (county) district will grant the project a starting fund of no less than 500000 yuan according to the talent policy.

　　     2. 获奖的团队和企业，优先享受“锡科贷”、“人才贷”政策支持，最高授信1000万元贷款额度，并给予最优利率。

　　     2. The award-winning team and enterprises shall enjoy the policy support of “Wuxi Science & Technology Loan” and “Talent Loan” as a priority, and the maximum credit line of RMB 10million shall be granted and the optimal interest rate shall be given.

　　     3. 获奖的团队和企业，符合相关条件的，直接纳入最佳娱乐365bet_365时政_365bet线上娱乐创新基金项目，给予最高50万元的资金支持。

　　     3. The award-winning teams and enterprises, which meet the relevant conditions, will be directly included in the Wuxi Innovation Fund Project, and will be given financial support of up to 500000 yuan.

　　     4. 引导创业投资机构按照《江苏省天使投资风险补偿资金管理办法（试行）》、《最佳娱乐365bet_365时政_365bet线上娱乐天使投资奖励及风险补偿资金管理实施细则（试行）》的规定，向符合条件的参赛项目进行组合投资。

　　     4. Venture capital institutions will be guided to make portfolio investment in the eligible projects in accordance with the Measures of Jiangsu Province on Administration of Angel Investment Risk Compensation (Trial Implementation) and the Rules of Wuxi on the Administration of Angel Investment Reward and Risk Compensation (Trial Implementation).

　　     5. 团队人员根据人才分类认定享受相应工作和生活服务保障。

　　     5. Team members shall enjoy corresponding work and life service assurance according to the classification of talents.

　　     6. 对有落户需求的项目，将根据项目特色和行业类别，筛选、协调相应的市（县）区，给予入驻优惠政策和配套支持。对于各分赛的优质项目落地后在申报“太湖人才计划”上给予优先支持。

　　     6. For the projects with launch demands, the corresponding cities (counties) and districts will be selected and coordinated according to the project characteristics and industry categories, and the preferential policies and supports will be given. Priority support will be given to high-quality projects in each competition in their application for "Taihu Talent Program" after their settlement in Wuxi.
